Environmental Compensation Program
This program provides subsidies to allow Ibama to identify the areas and the priority actions to receive the investment of 0.5% of the total foreseen cost of the project, according to the law..

Social Compensation Program
This program calls for the monitoring of the population attracted to the city of Porto Velho as a result of the construction of the Santo Antônio HEP. To reduce the impact, support is being provided to the local authorities in the areas of education, housing, basic water treatment, safety and leisure. It also involves technical studies to help revise or detail the Direct Plan for the Capital of Rondônia.

This program is divided in three sub-programs:

• Support for the Municipality of Porto Velho Sub-program
This initiative involves actions to improve the quality of life of the population. It includes projects directed at education, housing, basic water treatment, public safety and leisure, as well as other initiatives which help develop the region. It also includes initiatives to help the local economy. One of these are already in development is the caimans on the Lago do Cuniã extractive reserve , 130 km from Porto Velho, on the left bank of the River Madeira.

• Population Training Subprogram
This program trains the workforce and suppliers in the municipality of Porto Velho to meet the demands created by the Santo Antônio hydroelectric plant. The biggest example of this initiative is the Acreditar Program, which will train more than 10,000 people to work on the project. Santo Antônio Energia also provides other training to help the local people in their professional activities. This is the case with Voadeiras Pilot Training Program, which helps river pilots gain professional qualifications in the region, bringing more security and safety to this important means of river transport.

• Support for the Revision of the Porto Velho Direct Plan:
The Axis consultancy has been contracted through an agreement with Santo Antônio Energia to support the Porto Velho municipal government in drawing up technical studies to help with the details of the Direct Plan. The team is already mobilized and the initial stages of research and data are underway..

Downstream Actions Program
This program proposes measures to identify and access alterations in the structure of production downstream of the project and define their incorporation or suitability in helping to settle the population, improve the quality of life and maintain their social, economic and cultural features. An important initiative of this program is the support given by Santo Antônio Energia for the creation of an extractive cooperative for the inhabitants of a number of towns downstream from Santo Antônio.

Program to Support Leisure and Tourism Activities
This program aims to offset the impacts caused by the creation of the reservoir on the tourist resources in the areas of Jacy-Paraná and Teotônio, both in Porto Velho. It involves the creation of two beaches equipped with the entire infrastructure required to do so.

Environmental Education Program
This program trains and upgrades the skills of those affected  by the impact of the project and is a proactive action directed at improving the environment quality and living conditions of the region, through a participative process. It is founded on a conception of participation which involves environmental questions from the local to the global, recognizes culture diversity and ethnicity of the populations involved and values the traditional and popular wisdom. At the same time, it introduces them to technical and scientific knowledge.
